First check that you have KBDNO.DLL file in your System32 folder.
If there is, then try merging these lines to your registry:
---
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layouts\00000414]
"Layout Text"="Norwegian"
"Layout Display Name"="@%SystemRoot%\\system32\\input.dll,-5018"
"Layout File"="KBDNO.DLL"

[HKEY_CURRENT_USER\Keyboard Layout\Preload]
"1"="00000414"

---

If you do not have the dll, you can download it from net.

Hi

Well, to tell my story short, i bought windows xp pro for some years ago, but i still had problems with all the ++++ stuff coming with my install.
I just found out that i could download a stripped version and use my cd key on that one, which basically makes it my license.
I know reverse engineering isnt really allowed, but why would anyone blame me?
Arent you tired of fighting to get rid of the damn MSN messenger on
the XP installs.
So now im trying the stripped edition out and its working like a dream.. except my keyboard language layout.
There arent any norwegian (bokmal) to choose from.
I still got my norwegian XP disc, so is there a method of copy some language files over (either from the disc or a fresh instalation)?
Help me ntcompatible gang, your my only hope of a non annoying xp install!

I made an reg import file, so noe i can easily fix this problem the next time i reinstall this speedy lama of a windows install
