Got this to work fine under XP: Codemaster reckoned it would not go, but here goes:

Copy directories of cd intor a given directory:
(directories fe, help, speech and video) now copy dsetup.dll, mss32.dll, setup.exe, tourcars.exe and tourlogo.gif

Now run regedit and enter the folowing under the branch:

My ComputerHKEY_LOCAL_MACHINESOFTWARECodemastersTouring Car

DWORD: CardHintIndex = 0
STRING: CD_Drive = D: (replace with yours)
STRING: GameDirectory = NN:nnnn (replace with yours)
STRING: Install_Drive = D: (replace with yours)
DWORD: S3RunInfo = 1
DWORD: ShowRunInfo = 1

And set compatibility to Win95, and voila, game works perfectly.

Files from http://cloud.prohosting.com/ghostbot are working in WInXP. Keep in mind though, these are not no-cd cracks. You will need the game cd in the drive while playing (though it might work with a backup CD as well).

Received the follow messages:
1) Works superbly. For some reason, the music on the intro movie jumped a little bit. FF worked on Sidewinder Pro too...Which is nice. Abit BP6, GEF 2 GTS Pro, SB Live PLayer 1024, 384MB Ram.
2) Installs and runs great. However, FF on my Act Labs wheel greyed out and does not work.
3) Should work according to the box, but won't on all Toshiba Tecra 8100 (700Mhz PIII, 8mb savage vga, DirectX7.0 or DirectX8.0) - falls over with Blue Screen of Death. No support forthcoming from Codemasters
4) Won't run with SP2 but does run without it. Abit BP6,2xCel500,256M,TNT1

Install, then change registry
key HKLMSOFTWARECodemastersToca2CardHintIndex >from -1 to 0. This
also helps on W98 if setup hangs. This is related to problems with
graphics adapter.
