I can't play VCDs on Win2k HELP!

.when i was running win98se i could play VCDs on my cd-rom drive(an OEM 36x Sony CDU701) but since I upgraded to win2k I can't do do anymore. The cd-rom drive would make horrible noises like it's chewing up my VCD and the VCD will refuse to play. I've tried using both Windows Media Player and Xing Mpeg Player but to no avail. In frustration I did a reformat and clean install of Win2k but still no luck.
Did a reformat and reinstall of Win98SE and mysteriously everything works fine again. Can anyone tell me why this is so? It's horribly frustrating. I would really love to run win2k but for this problem.
My system is:
Celeron 300A overclocked to 450 Mhz
96 MB RAM
Diamond Viper 770 TNT2 (non ultra)
Seagate 4.2 GB HDD
Abit BH6 v1.0 board
Sony OEM CDU701 36X CD ROM drive
Yamaha Waveforce sound card.
