The Launcher will not run. 1- Explored device 2- Right clicked on DTE Launcher -> Properties -> Compatibility Tab 3- Choose Windows XP SP2 4- Choose to run as Administrator Upon doing this I was able to run the DTE Launcher and was able to access the device.
