Make a fan bigger and you can move the same amount of air with less noise. This isn't news, but application of the principle to computer power supplies is unusual.
The GTR-350ATX PSU I've just reviewed is an unremarkable nominal 350 watt unit in most respects, but it's cooled by a single slow-spinning 120mm fan (with blue LED lighting, naturally). This makes it as close to completely silent as I've ever heard an ATX PSU manage.
