One of our favorite price/performance coolers today is the original Vantec Aeroflow. It is engineered perfectly to effectively benefit from the design of a TMD fan. It performs quite well, and is priced very well at just around $20. But many people tend to avoid using TMD fans on their precious CPU's, due to the fact that they were recalled in 2002. In addition to that, we have heard numerous reports of Aeroflow fans dying or making a lot of noise after a while.
