A decent set of tools that cost nothing to protect against spyware/malware/virus invasions are these:

SpyBot 1.3
* Nice part again, they cost NOTHING, & are as effective IF NOT MORESO than Norton Stuff (especially in combination since they work together & on diff. sections of areas that can be affected by today's infectors, which Norton's firewall & AntiVirus will NOT stop, specifically bogus BHO's & other forms of malwares nowadays which SpyBot & BHO Demon WILL catch).
They're EACH/ALL quite effective, especially nowadays, since they all remain memory resident as tooltray iconized/minimized apps that scan ALL THE TIME & are regularly updated. & again, work on areas that firewalls & traditional antivirus' do NOT work on... so believe me or anyone else here that uses them & will doubtless vouch for them?
They work!
Do look them up & download + install & use them...
AND ABOVE ALL (& I hate to say it since this app's been abused alot lately & I actually like it):
STOP USING INTERNET EXPLORER!!!
Try FireFox or Mozilla &/or Opera 7.60 webbrowsers - They're NOT subject to automatic OLEServer/ActiveX .DLL control or .OCX use insertions (as well as BHO's... they're meant to be GOOD things like Google, MSN, or Yahoo toolbars originally but malware/spyware crowd are using them now) like IE is subject to due to its extensible design by MS which is getting misused...
Opera &/or FireFox (or Mozilla) also have neat features IE lacks like tabbed browsing, integrated popup blocking, & more too! I like Opera best, it is PURE C code (not C++ with object overheads & runtime interpreters) & very fast, + VERY EFFICIENT code!
(Back on BHO's (IE Browser Helper Objects): They are/were a good thing in theory to extend Internet Explorer (IE) & make it more powerful... but, the spyware/malware crowd has turned this 'form of programming atomic energy' into bombs on your system, rather than 'power-generating-plants' they're meant to be, so-to-speak!)

Usually, it will! I've noted that IF you install Norton stuff (or for that matter Microsoft Office versions also) RIGHT AWAY after you put in your OS + drivers? It runs like a dream... BUT, if you try to put it in after other programs have been put in place first? It acts WAY weird... nearly everytime I have not put those 2 program suites in place first (right after OS & drivers installed), they just do NOT install right or fully!

Just a "word-to-the-wise" regarding what I said above about them acting 'funny':
Again, if they're not installed first, & you try to remove them manually? You'd have to prune their ENTIRE content manually from the registry also/as well... that SHOULD in theory, help...
However, doing that is time-consuming as heck, & no guarantee you get ALL of their "moving-parts" in their also...
This is why I don't use EXCESSIVE amounts of .DLL or .OCX tools in programs I write - TOO MANY MOVING PARTS that the user cannot just look @ & say "HEY, I know that is part of this toolset" (easily) "I can just burn them off my disk & they will be gone!" AND also another reason I use simple tiny batchfile installs in zipfiles - you can see the content of the install FULLY & edit it yourself if you like & also see its ENTIRE mechanics to understand it & where ALL of it goes!
Makes it SIMPLE to customize even also... but above all - to understand!

GOOD NOTE HERE - I know that up on the Symantec site (OEM now of Norton stuff due to buyout I guess) that they have REMOVAL TOOLS for most all Norton stuff - do check around on their website for that stuff... I have some of it here on disk, & it is small download too!

I would see if they have a cleaner tool, like the one I mention above... the one I have is named this from its download (to help you search their sites I suppose I will mention it here by name):
SYMCLN.EXE & RNav2003.exe
Those are 2 I know of... again, there may be more now & more current ones!

BACKUP YOUR DATA! Use floppies if you HAVE to... the most important stuff? YOUR OWN PERSONALLY CREATED DATA - You cannot just open a can (program suite) & install it again, you know?
(ZipDrives, USB stick ramdisks, or Cd-rw/Dvd-Rw units are you best pals here though imo!)

Maybe it will... that would be one HELL of a novel way to beat the Norton Install & reinstall dilemnas you are seeing that I have seen before myself IF it works!
(Especially IF I did not install Norton stuff first (MS office can be same way too I have noted I have seen that & in your situation? Looks like same thing occuring but for diff. reasons in your case - not install order, but reinstall/overlaid new install over OLD original install)).
