The Neolec Northstar 478 and the Neolec Northstar II both appear to be the same, out of the box it was a bit difficult to tell the difference from one another. Both coolers are black painted and they seem to be made of Aluminum instead of the popular Copper substance that provides better cooling. Comparing the specs you will only nice a 2mm difference in width, the Northstar 478 is bigger only by 2mm compared to the Northstar II. Once you place the two next to each other you will realize the Northstar 478 has a wider base therefore a slightly bigger fan and you could also see the longer fins of the Northstar 478 and slightly different design. Also the two has a different style clip both of which do not require screws to be attached onto the HSF itself because of the unquie cooling system that Intel decided to go with when designing there P4 line.
