Symantec has posted a fix for Norton AntiVirus 2000 or 2001 under Windows XP

Important information for beta testers of Microsoft Windows Codename Whistler.*

If you already have a Symantec product installed, then you must install Symevnt version 10.3.1.13 or higher before you install the Microsoft Windows Codename Whistler operating system. Microsoft Windows Codename Whistler will display a blue screen error if the following procedure is not followed exactly as shown.

Please note: If your Symantec product is not Windows 2000 compatible, then it cannot be used with Microsoft Windows Codename Whistler, even with the new Symevent files installed.
