Heatsinks are getting louder and louder because they need to keep the CPU´s that are getting faster and faster cool. Most of the top performing heatsinks have 7000 RPM fans such as the ThermalRight SK6 which is the best heatsink I have tested to date.

The SK6 comes with 4 clips two that are the perfect size to fit a standard 60x60mm fan, and two are longer. I suppose the longer clips are to fit a tall 60x60mm fan but I haven´t seen any. I thought I would try putting on a 92x92mm fan on but the clips were still too long so I had to get something to raise the fan slightly.
