The Game itself works fine, but installation requires a little work;
first download the update patch (borgptch.zip) from www.simonsays.com and extract it to any directory. Next create a "Redist" -directory under the dir where u extracted the patch. copy NTDSetup.dll from your windowssystem32 -dir to the fresh created redist dir and rename it "DSETUP.DLL". Now run autorun.exe from the patch-dir. Enjoy.

You'll need to find the Star Trek: Borg installation patch before you can even install this game. Without the patch you can only install it on Windows 95 computers.
After running the patch (Do a Google search for it) the game installs and plays fine.

I seem to remember that the game runs fine as long as you install the patch, but finding the patch now is no small matter. www.simonsays.com no longer hosts it, nor does gamespot which is what Wikipedia and other sites link to for downloading the patch. I wish I had archived it myself because now I cannot find anyone who has the patch for download.

I have the patch but am unable to get it to work. It stops saying it is unable to get the dll file for direct x.

I also had the install abort when trying to install directX.

I went to the program files/borg directory and started the borg.exe. It worked fine. Windows XP home SP3

I found the patch using the archive.org wayback machine for the link
http://www.simonsays.com/extras/patches/borgptch.zip

Good luck
