A decent CPU Cooler is not a necessity these days but it is a requirement for those who require stable, reliable, overclockable and performance bounded machines. A CPU Cooler should cool off a CPU and should be able to meet overclocking requirements of a pc while other things that it should include are future proofing and design.

There were times when a simple HSF was sufficient enough to cool early Pentium 3 based systems but with advancement and modernization in processors, this need of cooling has grown considerably. Today's CPU runs at temperature as high ash 60 deg and above 80 with few claiming 100 Deg mark. Now a need of a decent cooler is a requirement here. Then there are other things to look for too, with over 5 - 7 case fans already lurking around your chassis, you would want a quieter PC rather then a jet engine, so a CPU Cooler needs to be quite too.
