Recording TV directly to Computer

First off im not sure if this is a hardware or software question but anyways i was wandering if there was a way to record what was on my TV using an S-video cord going from TV to computer's graphic's obsolete graphics card (visiontec ati raedon 9250 pro) or do you have to get an all wonder card and use that with a certain software .... appreciate any help
