Help IRC isn't working under XP

I can't connect to any IRC server at all. When connecting it just sits there and sits there and then finally after about 5 minutes I get a time out error. This is from a fresh install of XP. Does anyone have a fix? or might have and idea how to fix?.

No administrator login...

After upgrading from Windows 2000 SP2 to XP build 2600 I've found I cannot login under Administrator (the option simply isnt there!). I did however have a backup account (Sam) with Admin rights, so I can login under that.

I'm thinking about upgrading my 2 year old sblive value with a better card. I am slightly audiophile , as I don't play many games,don't use EAX, A3d, and just listen to mp3, cd. . . . I have seen a relatively cheap 24 bit soundcard: Terratec audiosystem EWX 24/96.
