Cant defrag completely so I can resize partition

This is a discussion about Cant defrag completely so I can resize partition in the Windows Hardware category; Ok heres my hardrive setup 2 gig fat drive c: This partition is active or the boot partition. It doesnt contain the os just the bootfiles and some backup data. Dont ask. 10 gig ntfs partition. Win2k is installed on this partition + everything else.

10 gig ntfs partition. Win2k is installed on this partition + everything else. swap file ect..ect.
 
My problem is I need to resize the 10 gig partition to about 7 gigs so I can install linux. I cant because its got tiny fragments spread all over. I cant seem to get a perfect defrag. I was able to defrag the c partition perfectly. I think it just wont defrag the ntfs partition because of the system files. It doesnt seem to want to move them. Even with a boot time defrag(diskeeper). Is there a way around this. I cant resize it with those system fragments there. I need a clean block. You know like norton speeddisk.
