100% CPU usage related to IE scrolling

This is a discussion about 100% CPU usage related to IE scrolling in the Windows Hardware category; On my V770u (tnt2u) video card under 2195, when the screen is redrawn quickly (as in smooth scrolling in IE5 but curiously not in something like q3 or half-life) the CPU usage will jump to 100%. I didn't notice this behaviour prior to detonator 3.

I didn't notice this behaviour prior to detonator 3.68, but now after going back to prior versions the problem is still there, anyone have any insight (it sounds to me like the video card is locking up the pci bus, but an AGP video card shouldn't do that, right?)
(FYI I run a Celeron (4.5x100) on an ABIT BE6 and I run in 1024x768x16:75hz)
