Hi !
As posted recently, i may suggest if you had netmeeting installed to disable the remote desktop sharing feature. When enabled, it disable D3D acceleration !!
I had this pb myself and cured it by turning this netmeeting service OFF.

More info. what drivers are you running? what hardware? motherboard/etc.
i had a prob similar to this a couple of times - i hadn't installed the AGP drivers (the first time i had installed 98 ones)
so install win2k agp's and see what happens
