It's from Winternationals software.
I don't have a url.
It's called FAT32 for Windows NT 4.0.
You can download a free read-only trial version and then buy it later to upgrade to full functionality. I used to use it on a daily basis and I never had a single problem.
Just remember, you will not be able to run scandisk on the FAT32 partition using NT.
