Limiting upload speeds in XP Pro.

This is a discussion about Limiting upload speeds in XP Pro. in the Customization Tweaking category; I was wondering if there is a way to limit the upload speeds in XP Pro. I have a problem when sharing files if someone maxes my upload speed (16k/s) my download drops below 5k/s. Though if I don't allow my uploads to surpass 13k/s I'm fine.
