try the final Dx8? rather than the one included with Whistler?
I did try the final. Same thing still.

I haven't tried to install M4 on Whistler but it's highly likely that it's trying to install a 9x Directx 8 and it's unable to see your NT DX8. There should be an option where you can unselect installing Directx.
There is an optien and it installs DX8.
But Whistler seems to handle it wrong and doesn't give out the Version number to MW4.
