I unfortunately don't have a solution to your problem but if it's any consolation, I don't have force feedback in Toca2 with my Logitech WingMan Formula Force either...
FWIW, my MS FF stick works fine. What does W2K detect the wheel as?

It is detected as an MS Sidewinder Force Feed Back Wheel. But in the properties there are no force settings. The wheel is like a non-force wheel.
I heard that you cant get ForceFeedback until new drivers for the devices comes out. Im not sure on that I just remebered hearing it someplace though.

I fired up Viper Racing and by George the MS FF Wheel works.
