Pause before wave output

This is a discussion about Pause before wave output in the Windows Hardware category; Anyone ever heard of this: occassionally before a wav is played (eg. IE's click when you click on a hyperlink, or Outlook's new mail notification) the system will 'lock' temporarily. I still have use of the mouse, but the applications are unresponsive for about a second.
