Does Win2k has a program SIMILAR or EQUAL to "msconfig" in Windows 98?

Windows 2000 does not come with a program like that at all as far as iam aware. But i have heard that you can use the windows 98 msconfig if you ignore the errors it gives, i wouldnt recomend that though.
You should probably try a freeware program which can do the same such as StartCop or StartupCPL which i would recomend, you can get that from http://www.mlin.net/StartupCPL.shtml
