Don't install your IDE CD-ROM drive on the controller. Install the IDE CD-ROM on your motherboard. Windows 2000 thinks the IDE controller is a SCSI card and it assumes that all the Hard Drives are SCSI.

How do you choose where to install the cd rom?
On the motherboard?
On the motherboard?
You will notice on your motherboard you have a Primary IDE Channel and a Secondary IDE Channel. Take your IDE CD-ROM ribbon and connect it to which one is available. Also go your bios setting to make sure it is properly detected.
