Users other than Administrator = Dead Shortcuts

While I fully understand how to do this, I am running into a problem. Whenever one of my users log on, nearly half of the shortcuts in the start menu become unusable.

I want to set up many users on my computer. While I fully understand how to do this, I am running into a problem.
Whenever one of my users log on, nearly half of the shortcuts in the start menu become unusable. Only under an administrative account are these shortcuts usable! What is happening?
To sum up, why do the shortcuts in my start menu die when any user other than an administrator log onto the computer?
