UT and win2k problems

This is a discussion about UT and win2k problems in the Windows Games category; When i installed the 3. 81 drivers my ut only gets mid teens average frame rate for 1024. I have dual 366 with 256mb of ram. TNT2 Ultra. I tried the new 5. 31 drivers and it does the same thing. The weird thing is no matter what resoultion i run i get the same frame rate.

Does that happen in D3D or in OpenGl?
What does say DxDiag? Is AGP enabled?
Is setting 16 or 32 bits?
