Win2k Won't **** Down!

Help, I everytime I try to shutdown I get to the "You can Shut Down Your Computer" screen but my computer doesn't power off. I first tried to disable things (everything at on point), tried a differnt graphics card (Riva TNT) I normally have a Gullimont GeForce256, and I reinstalled win2k (several Times) with the win2k drivers and my others. I also got the updates. I know my computer can shut down cause it does with no problem on win98 and millenium. What is happening. Does anyone have any ideas. Here is my hardware list:

If your computer was detected as Standard PC, go to Power Options in Control Panel and see if there is an APM tab there. If there is, select Use APM (or words to that effect) and then reboot. That should do it.

I have the same problem but I'm running advanced server now. The PC is detected as standard PC but the APM tab is not there under power options.
To make sure it is an advanced server issue I installed advanced server at home where I was running Win2k pro before.
In Win2k pro the APM tab was there and shutting the PC down ATX style worked. In advanced server it isn't there.
Any ideas?
