Wowexec.exe Not Responding?

Whenever I try to run a 16bit loader setup file nothing happens. When I try to shutdown, I get message saying wowexec.
Ok, I will try to explain my problem as best as I can. I have a clean install of win2k pro installed. Whenever I try to run a 16bit loader setup file nothing happens. When I try to shutdown, I get message saying wowexec.exe is not responding. This program will not end causing me to not shut down properly.
I have successfully installed programs such as Norton Antivirus 2000 Enterprise (with some minor difficulties that were fixed), but for some reason I cannot install certain other programs.
I've tried to reinstall win2k over my existing copy, but that did nothing except waste my time . I've also tried creating new user's with administrator's access, and that too did nothing (although, it did enable me to install norton antivirus 2000). Also, I have tried to just wait it out (ie. click setup.exe and wait for an hour) that did nothing.
I'm running out of ideas here. If anyone has any suggestions please let me know...and if i was unclear on anything I will be more than happy to elaborate further. Thanks in advance .

this has probably been explained and explained ALOT already but here goes, 9 out of 10 installs can be run manually after the "preparing installshield" gets to 99% and hangs kill that process, then goto \documents and settings\(current user)\local settings\temp and run the setup.exe that is sure to be there! trouble is that some versions of installshield dont know how to find the temp dir of win2k (under documents and settings\user home dir. hope this helps

My problem isn't the fact that installshield stops at 99%...installshield doesn't come up at all for certain setup files. Like I said, nothing appears to happen when I click on the setup.exe. When I try to shut down, though, I get and error saying Win16 Subsystem is unstable. What should I do to make my win16 subsystem stable?
Wowexec is directly associated with your config.sys file. Win NT and 2000 both still use this file. You had an Initializtion problem with your config.sys file. You can get a new one from the i386 folder off the cd. I work for Dell Major Accounts. I am a trusted source.
