Windows Shutdown or Log Off

I just installed Windows 2000 last night. But, when I try and Shut Down or Log Off, it just sits there. Sometimes in the Grayed out screen and sometimes just the regular background. I end up just having to push the power button to turn it off.

I end up just having to push the power button to turn it off. Am I hurting anything? All programs are closed.
 
What is the deal? Why won't it shut itself down??
